If Subsidy is only 4 poor, then why alocate cash coupon 2 all poors like BPL Card instead of "Millions of Losses to Oil PSUs 4 one & only drastic Subsidy. The Mission of Subsidies is only 4 Poor, but more interestingly India's growing middle class is extracting the benefit, - next Kerosene-a complete subsidary product supplied through PDS 4 Poor, 40 % of this item utilise 2 adulterate Disel , and atlast when Ratan Tata launched NANO ,Sunita Narayan lost her sleep -where as Disel Engine pollute more & goverment's subsidy on Disel means more pollution.
It is funny that you want the subsidies should not go to the middle class. The middle class are always at the receiving end. The hike in fuel is going ot affect them the most. The lower class, will in any case not care for the fuel and the higher class can always afford. How are you to going to implement the scheme of giving Cash coupon. You will end up paying a bribe to some official for the Cash Coupon.
