Blast White

will white noise work for privacy in this application?

I have a shop vac in my basement. Two floors up people are sleeping, and they can hear the shop vac.

If i blast white noise very loud in the same room as the vacuum almost at the same volume as the vacuum will it help drown out the vacuum?

I would love to put the white noise upstairs closer to the people I'd like to filter the residual from but that is not an option.
I'm hoping that the white noise cancels out some of the winy/whirring sound waves of the vacuum. The vacuum is kinda of like NNHHHHHHHHHHHHNHHHHHHHHHHHH and the the white noise is kind of like TSSTSSTSSTSSTSS. I figure the sound might still make it up to them but if it sounds more consistent and tranquil [more likely to sleep through it] and if they do hear it might not identify/care what it is and go back to sleep.

I don't think your idea will work. The vacuum cleaner noise is almost like white noise already. Blasting more noise may drown it out, but the sound level of the noise upstairs will be at least twice what it is already. I think the people are complaining about the noise level, not the fact that it's a vacuum cleaner, so adding more noise will just be worse.
